LADM - From Standard to Implementation

The Land Administration Domain Model is gaining recognition in many countries. Ten years after the publication of the first edition, there are already country profiles from many countries - of which a large number have implemented (or are implementing) LADM. Software suppliers are adopting LADM and implementing it. The existing edition of LADM standard does not pay attention to implementation aspects. It can be done in various ways, and several platforms and encodings can be used. What are the experiences so far? What have we learned and what can be re-used? What are the pitfalls and risks? LADM is currently just a conceptual model and the steps towards implementation include elaborating (via a country profile) and realizing a technical model suitable for implementation: database schema (SQL DDL), exchange format ( GeoJSON , INTERLIS, RDF, XML/GML, ), and user interface for edit and dissemination. A good option for this is the collaboration between FIG, ISO and OGC to also standardize these implementation aspects of LADM.

ISO TC211 has decided on revising LADM, and this is an unique opportunity to further develop LADM with new, additional functionalities, such as: a refined (3D) survey and legal model, semantically rich code lists, marine space geo-regulations, valuation information, spatial plan information, and the various implementation aspects. This forms the backbone of a nations land information infrastructure. Speakers who want to share their experiences on implementation are cordially invited to participate. This workshop will provide solid input to the "Implementation" part of Edition 2 of LADM, to be developed in collaboration with OGC. The workshop should enable making important choices, such as encodings. The LADM Workshop will be held in conjunction with the VII. Croatian congress on Cadastre: "Fit-for-purpose land administration - support for sustainable development". From 31 March to 2 April. In Dubrovnik, Croatia. This event will be organised by the Croatian Geodetic Society (FIG member) in cooperation with International Federation of Surveyors (FIG).

Workshop purpose

After consultation of the ISO TC211 member states, it was decided to publish LADM Edition II as multipart. Especially, in the early stages of the process this offers unique opportunities to contribute with new ideas to improve the future standard. For example, better integration of 3D Land Administration in LADM and improved Survey functionality in LADM; eg with Point Clouds and how to integrate this into 3D Land Administration. The workshop will also provide a platform for discussions on LADM links to / alignment with BIM/IFC, OGC ( LandInfra ), IHO, ILMS and IPMS. The workshop will not only consist of academic presentations (with Q&A) and presentations from practice (industry, government), but also includes working sessions (on selected topics), and live demonstrations of LADM implementations (operational systems, pilots, prototypes).

Submission procedure

All submissions (extended abstracts of 500-1000 words) will be peer reviewed. All accepted academic contributions are expected to submit a full paper. All accepted contributions from practice (industry, government) have the option to submit full paper (or not). Both types of contributions will be included in the proceedings (available at the workshop), published by the FIG with ISBN/ISSN reference (and DOIs for individual papers). It is further possible to extend the presentation with a live demonstration of a LADM implementation (operational system, pilot, prototype), and in this case there will be 5 additional minutes in the time slot. All papers must be submitted via the EasyChair online system.
